One of the topics of interest was city committees. At this time there is no consistent
process for how any of these groups operate, how they are formed, how they appoint members,
etc. Mayor Aplikowski and I began a process of reviewing past practice and examples from
other communities to try and develop some guidelines for how the City operates its committees,
commissions, and task forces. Attached is an initial brainstorming list of information.

We started by listing the existing groups. We also listed the three types of committees: Special,
Standing, and Council Committees. We then made suggestions for formation of task forces, a
short description of process for council committees, and process for standing committees.

This is basically an initial listing of ideas to initiate discussion. There is still a process of
information gathering occurring. City Council's input is requested at this stage, to ensure we
have consensus moving in the same direction. Comments and direction received during this first
discussion will be incorporated into a more formal report and outline for discussion and action at
a future meeting.

Attachments

MW
\\EartMAdmin\CommitteesIGuidelines and Procedures- Genera/\6-14-05 Memo to Council RE Procedures. doc
