How many standing committees do we need?
. Last time procedures and guidelines for commissions and committees was
discussed was in 1999. (Attached)

COMMITTEES

There are three types of Committees:
Special (Limited, i.e. Task Forces)
Standing (On-going; there are currently five of these)
Council Committees (made up of Council members and possibly stail)

.

PROCEDURE FOR FORMING A TASK FORCE

. A policy (versus an operational issue) needs to be reviewed or developed.
. A work plan should be developed that includes the purpose of the task force,
method of recruitment for members, timeline for completion. (Good sample is the
one prepared for the Assessment Policy Task Force dated May 2003).
. A work session discussion is required prior to action being taken to create a task
force.
. Once the assigned task is completed, and recommendation acted upon, the task
force should be thanked and then disbanded.
. If the task force completes its work, but there is a desire to assign a new task, the
same process should be followed as when creating a new task force (work plan,
work session discussion.)
. Official meeting notes are the responsibility of staff.
. Recommended size is 5 - 9 people. There should be an odd number of members.
. Approval of the work plan, purpose, and size should be done by Council
Resolution.
. Interested residents should complete an application, with an option of including a .
letter if interest.

I\Earth\AdminICommitteesIGuidelines and Procedures- General\2005 Procedures.doc
