The property
is owned by the City of Arden Hills and a purchase agreement has been established between
Holiday Stationstores, Inc. and the City of Arden Hills for the development of the property.

It appears that the subject property was acquired by the City to allow the reconfiguration of
Round Lake Road, providing the distance between the I-35W off ramp and Round Lake Road
necessary to have a traffic control signal. It appears that following the City's acquisition of the
property and reconfiguration of Round Lake Road the property was not replatted. The applicant
has submitted a Preliminary Plat which shows the area for development as Lot I, dedicates
Round Lake Road West on the plat, and also shows the three remnant pieces of the former
property configuration as Outlots A, B, and C. The City would retain ownership of Outlots A, B,
and C.

The applicant's proposal for a service station/convenience store shows the building with the .
front facing Round Lake Road to the east, the rear of the building with the attached car wash to
the west, and the sides of the building as Highway 96 to the north and Round Lake Road to the
south and east. The canopy for the fueling pumps is located further to the east than the principal
building. In addition to the principal uses there are also several accessory items on the site
including a propane tank, air pump, vacuums, and a pay phone.

Master and Final PUD / Special Use Permit

A Spccial Use Permit is rcquired for a servicc station with convcnicncc stylc rctail and a car
wash in thc Gatcway Busincss District. Thc Planncd Unit Dcvelopment (PUD) proccss allows
flcxibility in rcviewing the dcsign, layout, and othcr aspccts of dcvelopmcnt; to allow a
dcvelopmcnt is in thc best intcrest of both the applicant and thc City. Thc applicant has
rcquested additional signagc arca, use of a building matcrial which is not includcd in thc GB
District standards, and rcduccd parking sctbacks along thc southcastcrn portion of thc sitc.
