I,
,

.

.

.

)

Thc overall lighting lcvels in the proposcd dcvclopment arc consistcnt with City code
rcquircments. Howcver, exterior building fayadc lighting is not supposcd to exceed 25% of
thc fayadc visiblc from rcsidcntial property (the north and east). If facadc lighting is used at
scrvicc stations, it is typically to makc the building fccl safcr for customcrs and employees.
In addition, fayade lighting does not need to bc cxtrcmcly bright. If modifications are madc
to thc fayadc lighting, staff would rccommcnd that sufficicnt fayadc lighting bc maintaincd
around thc firc cxit and the cmploycc cntrancc.

Thc applicant has proposcd several diffcrcnt lighting fixtures. Thc "E1cctrical Sitc Plan" in
thc applicants p]ans lists thc Ictters of thc light fixturc with an "X" bclow to symbolize thc
numbcr fixtures prcscnt (i.e. M/XX = two stylc M fixturc lights on onc polc). Basically type
Rand typc D lights arc uscd undcr the fueling canopy arca. Light type M providcs acccnt
lighting around thc north, south, and west sidcs ofthc building. Typc B lighting is uscd to
illuminatc the main cntry area. Thc light type (i.c. B) corrcsponds to thc Ictters listed on the
lighting cut shccts included in the plans providcd by thc applicant.

Thc typc D lighting is thc main sourcc of illumination for thc fucling canopy area. Thesc
lights are a flat ]cns, so thc source of illumination should not bc visiblc from the sidcs. Typc
R lighting is a flood light dircctcd to illuminatc thc fueling pumps.

Type B lighting is an overhead HID light which apPCar to bc installcd abovc the main entry
and directcd downward for illumination. The typc N lighting providcs acccnt lighting around
thc othcr sidcs ofthc building; thc lighting would shinc up and down.

Finally thc type M lighting is thc gcncral parking lot lighting for the rcmainder ofthc sitc.
Thc fixturcs appear to bc double mounted (back to back) on a sing]c po]e and iIIuminatc just
inside thc pcrimcter of the site. Again, thc ]ighting levels are consistent with City
regulations. Staff would suggcst that thesc lights bc shroudcd (shieldcd) or thc flat clear lens
as statcd in thc cut shccts (rathcr than the contoured clear lens). This should conceal thc
direct source of illumination from most vicwpoints.

13A. Grading, Drainage, and Utilities - Revised plans to address the comments and
questions of the City Engineer regarding Grading, Drainage, and Utilities should be
submitted.

The City Enginccr has rcvicwed thc applicant's plans and has indicatcd arcas for rcvision
of plans and arcas wherc additional details are rcquircd. Thc P]anning Commission
should rcview the plan rcview comments bclow and dctcrmine ifthcy arc comfortable
with thc City Enginccr's rccommendations as thcy relate to thc grading, drainage and
utility plans. Ifthc Planning Commission is comfortable with the plans subjcct to thc
City Enginecrs recommcndations, a condition should bc addcd directing thc applicant to
submit rcviscd grading, drainagc, and utility plans to the City Enginccr for rcview and
approval prior to thc issuance of building pcrmits.

\\Earth\Planning\Planning Cases\1005\05-lJ Holiday Station Stores - Round Lake Road and 96 - SUP, PUD, Preliminary Plat (PENDING}\06-
01-04 PC Report Holiday 05-13.doc
