We have also identified a number of options for Council to consider and provide <br />further direction to staff. Based upon the existing roadway pavement conditions and lack of curb <br />and gutter and drainage the proposed improvements include reconstruction of Siems Court, <br />Ridgewood Road, Arden Place and Skiles Lane. Ridgewood Court could be reconstructed with <br />the remainder of the neighborhood, however the condition and characteristics of this street arc <br />significantly different from the other neighborhood streets and should be cousidered separately <br />for inclusion or exclusion from the project. <br /> <br />RIDGE WOOD COURT DISCI!SSIOI'i <br />Ridgewood Court is approximately 700 feet long and 12 feet wide. The existing ROW is <br />approximately 20 feet. It was overlayed in 1996 and has a PCI rating of 91 (2002) and appears <br />to be in good condition. There is bituminous curb along both sides of the road to limit runoff <br />from flowing into private propeliy. The majority of runoff flows along the bituminous curb to <br />Ridgewood Road, although dUling large storm events, mnoff enters several pri vate properties via <br />driveways. At the southem end of the road, the runoff flows over the edge of the cul-de-sac, <br />down a riprap swale and through pri vate property to an area drain. The area drain is connected <br />to a PVC pipe that runs under Arden Place and outlets directly into Lake Johanna. The existing <br />runoff from the cul-de-sac flows overland down a steep slope and into private propeliy. <br />Residents have expressed concern over this and the City is required to maintain the slope from <br />erosion problems. If Ridgewood Court is not reconstructed at this time and requires <br />reconstruction prior to the remainder of the neighborhood (within the next 20 years), the work <br />could be accomplished with minimal disturbance to neighborhood streets. <br /> <br />Ridgewood Court Option 1: Leave Ridgewood Court As Is. The roadway section <br />doesn't meet City standard, however it has a high PCI ranking and the existing <br />bituminous curb appears to be functioning reasonable well. This option is the <br />recommendation of staff. <br /> <br />Ridgewood Court Option 2: Reconstruct Ridgewood Court, The full removal and <br />reconstruction of Ridgewood COUli would cost approximately $120,000. This includes <br />the construction of concrete curb and gutter with driveway aprons to keep runoff in <br />roadway and all flow would be collected in the storm sewer system along Ridgewood <br />Road. Storm sewer would be constructed at the southem end of the cul-de-sac and <br />constructed through backyards to Arden Place, as exists today. The drainage work could <br />be completed without the reconstruction of the roadway.
