The Council may consider declaring "no parking" for one side of the neighborhood <br />streets to ensure that emergency access and overall vehicular movement are not impaired when <br />cars are parked directly opposite of each other. <br /> <br />CURB AND GUTTER DISCCSSION <br />The proposed improvements include concrete curb and gutter on Siems COUlt, Ridgewood Road, <br />Arden Place and Skiles Lane per City standards for reconstruction. The City guidelines allow for <br />the use of three types of curb: 4 inch batTier, 6 inch barrier or 4 inch surmountable. City staff <br />generally prefers 6 inch barrier curb for maintenance purposes. Most of the neighborhood <br />C1ltTently has no curb with the exception of broken bituminous curb in various locations. <br /> <br />All roadway will have a crowned cross section with 2% slope on either side with the exception <br />of the follow roadway segments: (1) Siems Court, from Lake Johanna Blvd to Arden Place; (2) <br />Arden Place, from Siems Court to Ridgewood Road; and (3) Ridgewood Road, from 400 feet <br />south of Lake Johanna Blvd to Arden Place. On these segments, the road will have a 2% grade <br />straight across the road making one side of the street approximately 6" higher than the other. <br />The straight cross slope will help "fit" into the existing topography of the neighborhood along <br />these roadway sections and minimize changes to existing driveway grades. The upslope side of <br />the road is intended to keep minor boulevard and yard runoff in the gutter from trickling across <br />the roadway, especially during winter months. Construction of valley gutters and driveway <br />aprons will improve runoff along street edges and prevent flow into private driveways and yards. <br /> <br />Residents have expressed an interest to retain the neighborhood's natural appearance and have <br />expressed concern over white curb. We have identified two options for Council consideration <br />that would help address the concern expressed by some residents regarding the curb appearance. <br /> <br />Curb Option 1 . Exposed Aggregate - Council could consider this altemati ve to standard <br />curb which will soften the overall curb appearance in the neighborhood. Exposed <br />aggregate would add approximately $65,000 to the overall project cost. The additional <br />cost would be 100% assessed. <br /> <br />Curb Option 2 . Colored Curb - Council could consider this alternati ve to standard curb <br />which will soften the overall curb appearance in the neighborhood. Colored curb would <br />add approximately $130,000 to the overall project cost. The additional cost would be <br />100% assessed. <br /> <br />SIEMS COURT RETAINI1>iG WALL DISCUSSIOi\ <br />Wall Option 1: Leave retaining wall as is. As a patt of this option the wooden retaining wall <br />along Siems COUlt will remain as is but the bituminous road that connects the two driveways on <br />the west side of the wall would be removed. This segment of roadway is partly within City <br />ROWand removing it will free the City from any maintenance and operations responsibility for <br />it. The two driveways to the south of the retaining wall and the one driveway to the north will be <br />reconstructed to match the proposed Siems Court that will follow the existing road east of the <br />retaining wall. Leaving the wall will reduce the overall construction cost and wouldn't <br />jeopardize the existing trees within the wall perimeter.
