<br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br /> <br />2006 PAVEMENT MANAGEMENT PROGRAM <br /> <br />I G, PROJECT FUNDING <br /> <br />I~ <br /> <br />The project will be funded from several sources including Unit Assessments on the benefiting <br />propelties, the City General Fund, the City Enterprise Funds for Watermain, Storm Water and <br />Sanitary Sewer improvements. <br /> <br />ASSESSMENT R" TE DISCUSSION <br />The proposed assessment for the project is based on the 2004 Revised Assessment Policy that <br />was approved by the Arden Hills City Council on September 13, 2004. The policy states that <br />residential properties with frontage abutting a street that is reconstructed shall be assessed on a <br />per unit basis at the residential equivalent assessment rate. The per unit basis is calculated based <br />on the average neighborhood unit size, particularly in a mixed neighborhood. <br /> <br />The proposed assessment rate is based on fifty percent (50%) of the cost of the roadway project <br />costs for the proposed 22-foot residential street section. The preliminary assessment role <br />includes a total of 62 assessable units within the Ridgewood Neighborhood. The assessment role <br />does not include the following properties located in the general project area: <br /> <br />· Three properties which abLlt Snelling A venue and are accessed from Snelling A venue <br />. 3583 Snelling Avenue which abuts Ridgewood Road but is accessed via Snelling A venue <br />· The Island Beach Club parcel adjacent to Ridgewood Road and Arden Place (1200 foot <br />frontage) <br />. 1600 Lake Johanna Blvd. that abuts 250 of Siems Court but is accessed via Lake Johanna <br />Blvd. <br />· Two city owned parcels (Lift Station #4 and open space abLltting Ridgewood Road) <br /> <br />Staff requests that Council provide direction as to whether or not these parcels should be <br />included in the final assessment role. <br /> <br />The total number of assessable units (62) divided by the total assessable amount (50% of <br />roadway costs) results in a proposed unit assessment rate of approximately $8,800. If all of the <br />parcels identified above were included in the assessment role (and assigned equivalent units), the <br />total number of assessable units would be 84 (assigning two units to 1600 Lake Johanna Blvd <br />and 12 units to the Beach Club Parcel).
