As you know, NSWMA and its Minnesota
members have for some time, encouraged the Commission and the City Council to work
with the haulers to voluntarily achieve common goals to provide environmentally safe,
efficient, and competitively priced waste services to the residents of the City of Falcon
Heights. We have suggested that the Commission and the City Council achieve these
goals through a collaborative effort with the haulers rather than pursue the route of
organized collection. Further, numerous City residents have indicated to the haulers, as
well as the Commission and the City Council, that they strongly support their right to
choose the garbage hauler with which to do business.

We have met with the members of the Commission on a number of occasions in an
effort to voluntarily achieve the goals of solid waste collection in Falcon Heights as set
forth by the Commission. It is our belief that those discussions have been fruitful and
have provided a substantial amount of information to the Commission on numerous
issues such as environmental protection, truck use and technology, and the business
and operational aspects of waste hauling.

ce
