<br />e <br /> <br />- <br /> <br />. <br /> <br />Jeff Alexander <br />September 20, 2004 <br />Page 2 <br /> <br />At your request, we have hereby reduced to writing our proposed plan for future <br />handling of solid waste collection in the City of Falcon Heights by stating your goals and <br />those activities which are currently occurring by the haulers in the City of Falcon Heights <br />and those which we feel would be valuable as we go forward. We suggest that if the <br />provisions of this plan are acceptable to the Commission and the City Council, they be <br />incorporated into a Memorandum of Understanding or similar document which also <br />contains a mechanism by which the signatory parties can ensure that the commitments <br />are met. This Memorandum of Understanding would form the basis upon which waste <br />hauling in the City of Falcon Heights would occur into the future and would obviate the <br />need for any further discussion or implementation of organized collection. <br /> <br />The following are the "Goals of Solid Waste Collection in Falcon Heights" adopted by <br />the Commission and the NSWMA member haulers' suggestions with respect to those <br />goals. <br /> <br />More Efficient <br /> <br />1. Refuse collection shall be on one day of the week for all residences in single- <br />family residential zones. <br /> <br />It appears that this goal has already been attained since refuse is currently collected in <br />the City of Falcon Heights only on Fridays. NSWMA member haulers are comfortable <br />with this arrangement since it is already occurring and no further changes in practice <br />are needed to meet this goal. <br /> <br />2. Waste collection base plan shall include refuse, recycling and yard waste, with <br />options provided for appliances and other large objects. <br /> <br />NSWMA member haulers who are currently hauling in the City of Falcon Heights collect <br />refuse, recycling and yard waste. They also currently provide options to their customers <br />for appliances and other large objects. Some collect them as a matter of course and <br />others make arrangements with their customers to provide the collection service for <br />these objects either directly or through other available service providers. As a result, <br />the current practices of the NSWMA member haulers in Falcon Heights meets this goal. <br /> <br />3. There shaJ/ be an efficient quarterly billing procedure with clear, itemized charges <br />for each resident. <br /> <br />Each of the NSWMA member haulers in Falcon Heights currently bills its customers <br />either on a quarterly or more frequent basis providing itemized charges for each <br />resident it serves. The current billing practices of all of the NSWMA member haulers <br />currently meet this goal. <br />
