The NSWMA member haulers will continue to
prOVide that waste pursuant to their contracts and will continue to use federally
permitted Sub-Title 0 environmentally safe landfills as the only two destinations for
waste generated in the City of Falcon Heights. Since the NSWMA member haulers are
not aware of any scientific proof that danger to the environment is any more likely by
disposal in the resource recovery facility or a Sub-Title 0 landfill, the NSWMA member
haulers propose that they continue to use these two options pursuant to their current
contractual arrangements providing environmental disposal facilities to the citizens of
Falcon Heights.

12. Waste collection service shall be consistent with sound public health policies and
a clean City.

Current hauling practices of the NSWMA member haulers are consistent with sound
public health policies and a clean City. Further, these haulers pledge to continue their
current policies to ensure that these goals are met.

13. Within the first year of the contract, hauler(s) shall provide a viable plan to
implement collection of organics for composting.

Currently, the NSWMA member haulers collect yard waste from their customers. These
haulers propose to continue this practice into the future. With respect to organics, the
NSWMA member haulers recognize that various organizations are studying the
possibility of collection and composting of organic material. No systems have been set
up to date to effect this program. As a result, the NSWMA haulers feel that it is
premature to propose a system for the collection of organics but suggest that they will
work with the City to explore possibilities in this area to determine whether it is
economically feasible and meets sound public health policies.

Public Education

14. The City shall have the option to provide informational inserts to be sent out with
bills, at the City's discretion.

The NSWMA member haulers are eager to work with the City to provide informational
inserts in their billings to their customers should the City request that service.

15.Hauler(s) shall provide accurate quarterly tonnage reports to the City.

The NSWMA member haulers can provide quarterly tonnage information to the City, but
because their disposal loads are often generated in multiple communities, it is very
