Cons;

By doing something is to provide an improvement over the existing services,
either preservation of streets or improved services.

Summary

In summary, during the first six meetings, the Task Force focused on the following items:

I. Read the report which was prepared by Falcon Heights. This report detailed the process
they went through during the two year period, the feedback from the residents, and the
studies they considered.

2. A report from the Arden Hills engineer.

3. Presentation and educational information provided by the vanous haulers and their
attorney. At tile sixth meeting, the Task Force discussed the pros and cons of the options
discussed above and decided to select the option of working with the haulers to assist the
City of Arden Hills in addressing the problem of wear and tear of the streets. The
garbage haulers accepted this challenge and returned to the meeting of June 8th to offer
their suggestions.

The Task Force was not able to find any conclusive evidence that by reducing the number of
garbage trucks on the streets of Arden Hills would prolong its useful life. It was also discussed
that if the weight garbage trucks cause the damage on the street, then what about other
commercial trucks that travel the local streets, such as UPS and other delivery trucks. Would the
city place restrictions on them as well as the garbage trucks?

At its seventh meeting, on June 8th, the Task Force received a report from the garbage haulers
that outlined how they could work with the city to preserve the streets. The Task Force has
worked with the attorney for the garbage haulers to draft a memorandum of understanding. This
memorandum of understanding is included with the attachments.

Page 6
