These operating contracts give <br />governments a powerful tool to set terms during the bidding process. Alternative-fuel <br />vehicle specifications can be included in franchise contract negotiations and awards, <br />creating an economic motivation and a contractual obligation to change fuels. <br />Proactive governments can and should motivate their refuse truck operators to <br />use alternative-fuel vehicles though this contracting process." (emphasis added) <br />(13) <br /> <br />Organized collection is the fastest and strongest tool Falcon Heights has to get the <br />benefits of this technology. A contract can specify a type of truck or class of trucks that <br />is acceptable. According to the City Attorney we cannot do this through licensing, and <br />individual residents have very little leverage to motivate a change. <br /> <br />At the meetings earlier in the year, the smaller haulers that serve the City argued that they <br />would be at a disadvantage if they were required to replace the trucks they now use in <br />order to compete for a contract in Falcon Heights. This is not necessarily true. The City <br />of Shakopee found a way to "level the playing field" between large and small companies. <br />In its RFP Shakopee required the contracting company to purchase new garbage trucks <br />for use exclusively in Shakopee. The five-year contract of guaranteed business in the <br />City was long enough to allow the contractor to pay for the new trucks. They awarded <br />their contract to a small, local company. (14) Falcon Heights is much smaller than <br />Shakopee, but a similar strategy could work here.
