<br />~ <br />~ILLS <br /> <br />, <br /> <br />e <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />September 21, 2005 <br /> <br />AGENDA ITEM 6.C <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Michelle Wolfe, City Administrator <br />Schawn Johnson, Assistant to the City Administrator <br /> <br />SUBJECT: Shared Civil Engineering Services with the City of Roseville <br /> <br />BACKGROUND <br /> <br />Roughly two years ago, the City Council authorized the creation of a Civil Engineer position. <br />City staff has included this position in the City budget since 2004. Last fall, City staff conducted <br />a rccmitment process which was unsuccessful. In Febmary, City staff presented several different <br />options for City Council to consider. These options included: <br /> <br />I. Try another recmitment process <br />a. With no changes to the salary or job description <br />b. With changes to the salary and job description <br />i. Increased salary/titlelresponsibilities <br />ii. Change to a Engineering Technician position of some kind <br />2. Partner with a neighboring City for some engineering services <br />3. Explore a different model for our consulting engineering contract services* <br /> <br />. <br /> <br />*This would involve a model used in several citics, where the contract engineering firm providcs <br />a "City Engineer" who keeps an office at City Hall and primarily works out of City Hall. <br /> <br />Council directed staff to look at Option #3. City staff began working closely with Roseville city <br />staff to determine tbe viability of this option. In July, both the Arden Hills and Roseville City <br />Councils discussed this topic at work sessions, and both Councils directed their respective staff <br />members to proceed (cautiously) with researching this option further. Since July, both <br />communities have been working together to devclop a Joint Powers Agreement. <br /> <br />DISCUSSION <br /> <br />At this time, City staff is recommending that the City Council approve the Joint Powers <br />Agreement (JPA) with the City of Roseville. City Attorney's for both cities have reviewed the <br />document. In developing the JP A, both communities have reviewed the issues pertinent to the <br />success of this partnership.
