)

e

.

.

Joint Powers Agreement-Civil Engineering Position
September 21, 2005
Page 2 of2

has been included in this packet. The City of Roseville has evaluated the position and feels the
appropriate salary range would be $45,801-$62,558 (not including fringe benefits).

City staff believes that this is a very promising venture and will provide many benefits to the
City, while providing us more flexibility and access to other engineering expertise and GIS
assistance. Both cities acknowledge that revisions may be needed to the agreement after the first
year, in order to detem1ine its viability for both sides. City staff believes that the compensation
bcing proposed is reasonable and in-line with similar civil engineering positions. If approvcd,
recruitment would begin immediately and the goal would be to have someone on staff by the
beginning of2006.

As discussed at the September 12th work session, a few minor changes were made to the
document. In addition we reviewed Section 4E with Roseville city staff. Unemployment costs
are Dot covered by the 1.9 percent payment ratio outlined in the agreement. Therefore, we
believe that this request is equitable and consistent with the other terms of the agreement.

The City of Roseville will be acting on the proposed Joint Powers Agreemcnt at their September
26th City Council meeting.

RECOMMENDATION

City staff is recommending City Council approval of the Joint Powers Agreement (JPA) with the
City of Roseville for shared civil engineering services.

II,Metro-inetus\A,-denHillslAdminIAssistan/ Cily Adminislratorl.Memo's {Ind Leftel's\2005\09-20-05 Memo Civil Engineering JPA.doc
