City Council and City staff needs more retreat time to flush out strategies. <br />. City Council and City staff need to complete more planning. A one year plall is not <br />sufficient. <br />. The City is experiencing a lot of short term hurdles and it is important that a management <br />plan be created to foster better planning for the future. <br />. It is important that the City Council empowers staff to move forward and foster internal <br />growth. <br />Relationship with the PubliclPublic Relations: <br />. City Administrator speaks well for the City; <br />. City Administrator is viewed as a credible source by the media; <br />. City Administrator is effective and credible; <br />. City Administrator is good at community response. <br />Intergovernmental Relationships: <br />. She is very knowledgeable of other agencies and City staff; <br />. She has done a good job with ereating joint powers agreements with neighboring <br />communities. lnlportant to remember that she represents Arden Hills. <br />. City Administrator is well respected by colleagues, peers, and has shared new ideas from <br />working with other communities. <br />ProfessionallPersonal Development: <br />. Very good at networking events; <br />. Assist City Council in working together; <br />. Utilize historic knowledge of the City. <br /> <br />Development opportunities: <br />. Needs to delegate more responsibilities; <br />. City Council needs to know that the day-to-day operations are being managed; <br />. Information to the City Council must be consistent; <br />. Assist the City Council in creating a better working relationship amongst itself; <br />. Needs to be more decisive in her recommendations to the City Council. <br /> <br />The City Council also agreed to support a step increase, per hiring contract, at the October I I, <br />2005 City Council meeting. <br /> <br />Recommendation <br />Based upon the City Administrator's successful performance review, the City Couneil is <br />recommending that Michelle Wolfe be eligible for a salary increase in pay from step 4 to step 5. <br />
