<br />, <br /> <br />. <br /> <br />- <br /> <br />. <br /> <br />, <br /> <br />share of the cost of radios for Lake Johaillla Fire Department, which is estimated at $19,508. <br />Thereafter replacement radios will be budgeted within annual operating budgets. <br /> <br />The County is requiring that cities that receive dispatch services enter into the attached Joint <br />Powers Agreement (JP A). The JP A incorporates the general terms and conditions of the <br />dispatch center operations. Some of the key provisions include: <br /> <br />Term - The JPA is in effect until December 31, 2016 and shall be automatically renewed <br />for additional I-year periods after the initial time frame. <br /> <br />Committees - The JP A includes the formation of both a policy committee and a Dispatch <br />Users Group. Each of these committees will have representatives from both St. Paul and <br />suburban communities. As discussed during the Council retreat, Council member <br />Pellegrin has indicated his interest and willingness to service on this committee. If <br />Coucnil approves the proposed JP A, I will inform the County Manager of his interest. <br /> <br />Costs - Operating costs will be funded 60% on a countywide tax levy and 40% based on <br />calls for service consistent with the compromise that was agreed to earlier by the County <br />and cities. <br /> <br />The Countywide Public Safety Radio Communication Subsystem Subscriber Agreement is more <br />technical in nature and deals with the use of the region-wide 800 MHz system; purchase, <br />maintenance and repair of radios; and administrative and operation support of the subscriber <br />radios. <br /> <br />RECOMMENDATION <br /> <br />Based on the foregoing information, the following is recommended: <br /> <br />1. Approve the Joint Powers Agreement with Ramsey County for dispatch services <br />2.
