Joint Powers Agreement Between Ramsey County and the City of Arden Hills <br />for Dispatch Services <br />2. Ramsey County Countywide Public Safety Radio Communications Subsystem <br />Subscriber Agreement <br /> <br />INTRODUCTION <br /> <br />During the past several months, Ramsey County has becn in the process of constructing a new <br />800 MHz radio communications system. The County is also in the process of constructing a new <br />dispatch center and will be providing dispatch services for all of the cities in the County with the <br />exception of White Bear Lake. The County has asked that cities approve a Joint Powers <br />Agreement regarding the provision of dispatch services and a subscriber agreement relating to <br />use of the new 800 MHz radio system. <br /> <br />BACKGROUND <br /> <br />For more than two years, Ramsey County has been in the process of planning and implementing <br />a new 800 MHz radio communications system which will serve as a subsystem to the region- <br />wide 800 MHz system. As part of this process, one of the County's goals was to develop a new <br />dispatch center that would serve all of thc cities in the County as well as the Ramsey County <br />Sheriffs Department. Last year, the County reached agreement with the cities of St. Paul and <br />Maplewood to consolidate dispatch services. As part of these discussions regarding consolidated <br />dispatch, suburban communities were concerned about the allocation of costs for the new <br />dispatch center. Ultimately, it was agreed that dispatch center operating costs would be funded <br />60% on the countywide tax levy and 40% based on calls for service. Under this proposed <br />formula, the City's costs for dispatch services will be similar to our current payment for dispatch <br />services to the Sheriff s Department. <br /> <br />Under the proposed agreement, the City of Arden will pay $30,678 per year for the first two <br />years, at which time the formula takes full affect. In the current 2006 budget for Ramsey County <br />Sheriffs Department, we allocated $32,642 for dispatch services. We will have to contribute our <br />
