The two hard court areas that have had resurfacing done sinee 1999 are: Hazelnut in 1999 and Cummings in 2001. When Cummings was resurfaced in 2001, the contractor did explain in the proposal that foundation cracks would not be permanently fixed by resurfacing. It appears that the tennis courts at Cummings Park should have been completely reconstructed at that time. The resurfaee was done in June of2001 and cracks began to reappear in the spring 01'2002. . PURPOSE Staff feels that it is crucial to rcestablish a resurfacing/maintenanee schedule for thc City's hard court play areas. After talking with surrounding Citics, it seems that most hard eourt play areas are on a 6-8 year schedule. Staffis proposing to follow a 6-8 year resurfacing schedule. Staff would schedule an inspeetion the year beforc the proposed resurfacing to determine if it is actually needed for the following year. The schedule would be a guide but would not be considered a schedule set in stone. It leaves flexibility to delay resurfacing or to schedule a different court if another location is in worse shape. In the proposed schedule below, one tennis/basketball hard court area or two basketball courts would be scheduled for resurfacing each year. Staff is proposing that Floral Park and Royal Hills Park be first on the schedule. Both of these courts are in terrible condition and should not go much longer without being repaired. Cummings Park is in need of reconstruetion (not resurfacing) at an estimated cost of$34,630.00. Staff is proposing that be done in 2007. The surface of Cummings Park is in good condition and therefore, stafffeels that the reconstmct can wait one to two years. .
