<br />II. <br /> <br />Existing Conditions <br /> <br />. <br /> <br />TIle project area is generally defined by the Interchange between County Road E and Trunk <br />Highway 5l on the east end and a residential neighborhood on the west end. There are seven <br />single family homes located along County Road E west of the interchange along the south side of <br />County Road 10. Freeway Park and undy's Park arc also located in the project area on either side <br />of the residential properties. County Road E provides a major cast-west connection in the City of <br />Arden Hills and is the only crossing of Trunk Highway 51. County Road E also provides a <br />connection from the neighborhoods west of Trunk Highway 51 to the commercial center of the <br />City located along County Road E east of Trunk Highway 51. For these reaSons both vehicle, <br />pedestrian and bicyclc trafflc are significant on the roadway. <br /> <br />The roadway is generally 52 feet wide and is located within 86 feet of right of way. Near the <br />bridge location, the roadway narrows to 30 feet. The existing bridge includes highway type <br />guardrails with 2 foot wide concrete walks on both sides. These walks are not intended for <br />pedestrian use however, they have been used by residents as there are no other options to cross <br />other than walking in the roadway. Retween Old Highway 10 and the western signalized <br />intersection, County Road E is striped with 8 foot shoulders whieh have been used by residents <br />to travel along the roadway. <br /> <br /> <br />. <br /> <br />--'.,.if AI_-C <br /> <br />J.
