<br />IV. <br /> <br />Proposed Sidewalk Improvements <br /> <br />. <br /> <br />The proposed improvements include the construction of a sidewalk along County Road E <br />between the Connelly Avenue Signal and Old Highway 10_ The sidewalk would be constructed <br />within existing MnDOT and Ramsey County Right of Way along its entire length. Based upon <br />our Held review of the corridor, wc propose that the walk be built on the south sidc of County <br />Road E I()f the following reasons: <br /> <br />. Gradcs on the south side arc gcnerally flatter thim the north resulting in fewer walls, less <br />excavation. etc. <br />. Existing ovcrhcad utilities would complicate installation of a walk along the n0l1h sidc of the <br />street. <br />. A southern alignmcnt provides direct conncctions to Freeway Park and Lindy's Park. <br />. Greater Numher of residents livc south of County Road E (in the general vicinity of the <br />bridge - not city wide) <br /> <br />The following is a summary of thc characteristics of two types of surface materials and two <br />potential \.vidths of the side\valk. <br /> <br />Surfacing <br />. Bituminous surfacing providcs a bettcr facility for cyclists and rollcrhladers (smoother <br />finished surfacc) <br />. Bituminous is generally less expensive than concrctc (50% of concrete unit cost) <br />. Concrete has more of an "urban feel" to it, generally more regular due to construction <br />methods, ie edges are vcry straight and don't dctcrioratc. <br />. Bituminous life cxpectancy is less than concrete <br />. Existing walk east of Connelly A venue is concrete <br /> <br />. <br /> <br />Width <br />. 6 foot width less expcnsivc but also less attractive to bicyclists and rollerbladers <br />. 6 foot width will have slightly less visual impact than 8 foot width <br />. 6 foot width will have less extensivc grading in front yards vs. 8 foot width <br />. 8 foot width more easily maintained by City equipmcnt (as,>uming City staff clear snow) <br /> <br />At this time, we have not developed a recommendcd surfacc or width. The characteristics of <br />these items should be considered by the Council and rcsidents before a decision is made. We <br />have preparcd visualization drawings of each and cost estimates for each of the four options. <br />Although it is possible to includc hituminous and concrctc in the project (ie. bituminous on the <br />west end, concrete on the cast) we recommcnd that the council select one surface type and width <br />to be consistent throughout thc project area. <br /> <br />. <br /> <br />l.i <br /> <br />URS <br />
