.

.

.

Pedestrian Destinations

Designated trail systems in thc City of Arden Hills include Irails along Old Highway 10
and CR F. Cun-ently thcrc is no sidewalk along CR E from Old Highway 10 to Connelly
Avenue. Therc are three small parks in the area that are destinations. They include
Lindy's Park located in the southeast comer of Old Highway 10 and CR F. This is an
open plot of park land with no parking or parkland amenities. Arden Oaks Park is locatcd
in the ncighhorhood bound by Arden Oaks Drive. It has chi Idren' s play equipment, a
haskethall cOUli, and opcn area. H appears to serve as a small local playground serving
the approximate 42 residential units in the immcdiatc arca. Freeway Park is located on
the south side ofCR Ejust west of the wcst ramp intersection. It has childrcn's play
equipment and a hockey rink. It serves the local residential neighborhood south of CR E.
Seasonal use of the hockey rink may bring additional users to the park.

Proposed Pedestrian Crossing Recommendations

The proposed improvements include the construction of a sidewalk along CR E between Old
Highway 10 and Connelly Avenue. Although there is negligible overall operational difference in
locating the pedcstrian sidewalk on the north or south side of CR E, the south side appears to
have more benefit for the following reasons.

.

Thcre are a greater number of residential units south ofCR E between Old
Highway 10 and Snelling Avenue that would have access to the new
pedestrian sidewalk.

!! Pcdestri,ir1 access [lOl11 areas north and livest of the intersection at Old
Highway 10 and CR E havc access to the new pedestrian sidewalk via that
fully controlled interscction.

.

There is existing and adequate traffic control and pedestrian amenities for
the safe crossing of pedestrians at the Snelling A venue ramp intersections
for a sidcwalk on the north or south side of CR E.

.

<'Countdown" pedestrian indications could be added to trartic signal
systems as an addcd safety feature. Countdown pedestrian indications
visually give pcdestrians actual time remaining to cross thc roadway.
