pedestrian walkways on the north and south sidc of CR E from this intersection to the
east. This intersection is controlled by a full traffic-actuated signal and includes
pedestrian indications and pcdestrian push buttons. When activated, the pedestrian
pushbulton wi II prompt thc signal controller of a pedestrian waiting to cross the strecl. In
addition, therc are pavcment crosswalk markings to guide pedestrians across all four legs
of this intersection and curh cuts to allow access out ofthc roadway. This is a typically
dcsigned and operatcd intersection with no inherent concerns.

.

'Vest Ramp Interseetion

The wcst ramp intersection is a threc-Iegged intersection. CR E is the east and west legs
and the exit/entrance ramps make up the south leg. Thcrc arc no existing permanent
pcdestrian walkways leading to any part of this intersection. This intersection is
controlled by a full traffic-actuatcd signal and includes pedestrian indications and
pedestrian pushbuttons. Whcn activated, the pedestrian pushbutton will prompt the
signal controller of a pedestrian waiting to cross the strcet. ]n addition, therc are
pavcmenl crosswalk markings to guide pedestrians across all three legs of this
intersection and curb cuts to allow acccss out of the roadway. There is a cuI-de-sac
roadway on the north side of CR E betwecn the west ramp interscction and the bridge.
This roadway serves 7 residential homes and docs not appcar to negatively impact the
operations of the interscction. This is a typically designed and operatcd intersection with
no inherent concerns. In addition thcre are two residential driveways very ncar this
intersection.

.

CR E - Old Highway /0 to Snelling Avenue

This section of roadway is 52 fcet wide. It is striped as a 2-lane roadway with 8-toot
shoulders on each sidc. Pedestrians currently use this shoulder to travel along CR E.
Thcrc are several rcsidential driveways on the north and south side of CR E and three
local residential streets on the north side of CR E.

Traffic Volumes

Traffic data and turning movement counts were not performed for this cursory review.
The average daily traffic along CR E is 11,300 vehicles per day west of Snelling ^ venue
and 16,300 vehiclcs per day east of Snelling Avenue. General guidelines would indicate
that the 2-lane roadway west of and including the bridge has periods of poor levels of
servicc. The 4-lane segment east of Connelly A venue likely experienccs acceptable
levels of service.

Traffic Accidents

Attached is the summary traffic accident report from thc Ramscy County Shcriffs office
datcd October 27,2004. ]n summary, there have becn a total of twelve crashes on the CR
F roadway from Connclly Avenuc wcst to Snelling Avenue for the past 22 months. Nine
of the 12 crashes were attrihuted to inattentivc drivers and no crashes involvcd
pedestrians~ The Ramscy County Sheriffs office docs not see any roadway design flaws
that might lcad to crash tendencies.

.
