<br />. <br /> <br />. <br /> <br />. <br /> <br />Counly Road E T rail Improvements <br />October 7, 2004 <br />Page 4 <br /> <br /> <br />Painted Concrete and OrnamaaaJ Railing <br /> <br />The existing roadway, west of the freeway ramp intersection, includes a 6-loot shoulder <br />delineated by a solid whlte stripe. The shoulder is frequently used by pedestnans and cyclists. ]t <br />is unlawful for vehicles to enter the shoulder except for cmergeney purposes, driveway access or <br />mail delivery. It is common for vehicles to violate the law and drive into the shoulder while <br />passing a vehicle waiting to tum left. The high volume of traffic on County Road E and potential <br />for vehicle encroachment onto the shoulder creates a potentially dangerous situation for <br />pedestri ans. <br /> <br />The feasibility study also included proposed sidewalk options along County Road E connecting <br />Snelling Avenue and the bridge. Widths of 6' and 8' were considered and surfacing of concrete <br />and bituminous were considered as options for a sidewalk. The south side of Count Road E is <br />recommended as the most practical option due to its relative flat grade and the fact that it is free <br />of conflicting private utilities. The estimated project cost for a 6-foot wide concrete sidewalk <br />along the south boulevard was $78,700. A 2-foot wide edge stlip (colored, stamped or exposed <br />aggregate concrete) between the concrete sidewalk and back of curb would add $36,000 to the <br />sidewalk costs. <br />
