<br />County Road E Trail Improvements <br />October 7, 2004 <br />Page 5 <br /> <br />. <br /> <br /> <br />Nonhern boulemrd of County Road E <br /> <br />A sidewalk along the north side of the County Road E was considered as it would eliminate <br />pedestrian crossing at the two freeway ramps alihough crossings of Nonh Hamline, Arden Oaks <br />Drive and Pascal would be required, The nonh side would require utlJJly reJocalion, culvel1 <br />construction and retaining walls due to the sleep boulevard grades. These factors would result in <br />impacts to J I residential propenies (more significant than the south side) and would cost <br />approxImately $] 30,000 mOle than the SJ(lcwalk along the south side of County Road E. <br /> <br />The bridge is not currently scheduled for rehabilitation or reconstruction by either Ramsey <br />Counly or MnDOT in the next 5 years and 10 years respectiveJy. At the pomt where the bridge <br />does get reconstructed by MnDOT or Ramsey County the improvements conslfllcled by the City <br />would be replaced in kind. Current bridge design practice would include pedestrian <br />improvements on both sides of the bridge regardless of whether a sidewalk connecls to them. <br />Future bridge reconstruction would be funded by Ramsey County and MnDOT with no <br />expectation of funding participation from Ihe Cily. <br /> <br />. <br /> <br />Funding Opportunity <br />During project development, the City Engineer looked into the potential for soliciting MnDOT <br />Cooperative Agreement Funding for the project. The Coopcrative Agreement could fund as <br />much as 100% of the project construction cost plus approximately 30% of the engineering cost <br />and the initial response fTOm MnDOT has bcen positive and encouraging. In order to be <br />considered for MnDOT funding, it is imperative that the Councd confirms the scope of the <br />projcct and passes a resolution on October 12. The deadline for project proposals to be <br />submitted for the July 2005 funding cycle is October 15,2004. <br /> <br />. <br />
