<br />ARDEN HILLS CITY COUNCIL WORKSESSION <br />November 15,2004 <br /> <br />10 <br /> <br />. <br /> <br />City Administrator Wolfe mentioned that concerns regarding a few of the driveways on the north <br />side would have to be addressed. There are no issues with driveways on the south side of the <br /> <br />street. <br /> <br />Couneilmember Grant stated that the residents on the north side of County Road E have a traffic <br />light that assists with traffic movement. The residents on the south side of the street experience a <br />steady traffic flow that is not impacted by a traffic light. <br /> <br />Couneilmember Rem staled that the north side would be a safer option for a sidewalk, but <br />questioned if the City can justify the costs associated with this proposal. <br /> <br />City Engineer Brown noted that the City is requesting $230,000 in MSA funding. The project is <br />state aid eligible. <br /> <br />Mayor Aplikowski stated that she believes a sidewalk on the north side is the be51 way to move <br />pedestrian traffic. Looking at practicality and safety issues, the north side of the street would be <br />the best way to go. <br /> <br />Councilmember Larson stated the sidewalk on the north side would end at Carroll's Furniture. A <br />number of residents also use the south side of County Road E. A decision needs to be made that <br />benefits the residents of Arden Hills as a whole. <br /> <br />Mayor Aplikowski asked if the PTRC had ever considered placing the sidewalk on the north <br />side. <br /> <br />. <br /> <br />Recreation Supervisor Michelle Olson stated that the PTRC knew that placing the sidewalk on <br />the south side would he more financially feasible. <br /> <br />A number of the residents along County Road E expressed concerns regarding backing-up and <br />winter driving. They feel that if the sidewalk is installed on the south side of the street it would <br />create more safety problems for the residents and pedestrians. <br /> <br />Citv Administrator Wolfe mentioned that a decision has to be made by the City Council <br />reg~rding the sidewalk at the November 29'h meeting. <br /> <br />Couneilmember Larson stated that the City may have to explore other options to make County <br />Road E safer. <br /> <br />Mayor Aplikowski asked City staff ifthe City Council chooses to place the sidewalk on the north <br />side of County Road E would it impact the City's CJP and MSA funding balance? <br /> <br />City Administrator Wolfe stated that a few projects may be impacted. <br /> <br />Couneilmember Holden stated that she thinks the State of Minnesota Cooperative Agreement <br />Program typically funds 6 to 8 projects per year. <br /> <br />. <br />
