C <br /> <br />TO: Mayor and City Council <br />FROM: James Lehnhoff, City p]annff <br /> <br />SUBJECT: Planning Case #0] -05, Chesapeake Companies <br />NE Quadrant ofI-694 and I-35W <br />Extension for Master Plan PUD NE Quadrant/Interstate Crossing <br /> <br />Requested Action <br /> <br />The applicant has requested an additional one-year extension for their Master Plan POO. <br /> <br />Background <br /> <br />. On March 26, 200], the Arden Hills City Council approved a Master Plan pun application from <br />Chesapeake Companies for the property ]oeated at the northeast intersection Interstates 35W and <br />694 subject to 13 conditions. This is the fourth extension request from Chesapeake for this <br />Master Plan POO. <br /> <br />It was recognized in 2001 that this project would not be ready for development within the <br />standard PUD framework, which normally requires review of the Fina] POO within six months <br />of the Master PUD approval. Therefore, condition 13 was included in the original approval to <br />provide the applicant with additional time to acquire the necessary land and market the property <br />to potential occupants. However, due to the decrease in demand for office space from late 200 I <br />until fairly recently, the City granted three extensions to the PlJD. In 2004, the City Council <br />reviewed Chesapeake's second request for an extension and added eonditionnumber 14, which <br />reserved the City's right to require an updated traffic study or EA Wand would also require <br />Chesapeake to comply with new development regulations if substantia] changes to the City's <br />development regulations are made. Condition 14 would still apply with the current extension <br />request. <br /> <br />It is important to note that there has been progress made on the project. The former A TS <br />building was removed earlier this year; however, during preparation for the demolition it was <br />discovered that the soil beneath and alongside the building was contaminated.
