She has requested the following: that her driveway be <br />straightened for better access to Siems Court, a blind driveway sign, to replace her entire <br />driveway, establish a no parking zone on Siems Court by painting the curb yellow, provide a <br />heated driveway if the grade cannot be improved, and a waived assessment. <br /> <br />Staff does not believe that Ms. Abraham is being adversely impacted by this project. <br />We have had a number of discussions with her regardiug driveway coucerus. Attached <br />is a memorandum from URS outlining the many different alternatives that were <br />investigated earlier this year to try to address Ms. Abraham's driveway concerns. To <br />summarize the memorandum, in the course of our investigation, it was determined that <br />accommodating her request to realign her driveway and holding or lessening the <br />existing grade would significantly increase project costs and negatively impact other <br />property owners. As a result, we were left with two alternatives; rebuild the driveway <br />as is, leaving the slope unchanged or realign the driveway, as the resident reqnested, <br />and increase the slope. Neither ofthese alternatives met the property owner's <br />expectations. Both of these alternatives are still available to Ms. Abraham. <br />In regards to the remaining concerns, staff makes the following recommendations: <br />. Installation of a blind driveway sign would cost about $150 and is possible as a part of <br />the project. <br />. Replacing the remaining four feet (4') of the driveway will increase the cost of the <br />project by approximately $200 and allow for smoother transition. <br />. Staff does not recommend painting the enrb yellow. In addition to the initial cost, we <br />wonld need to refresh the paint on an annual basis. This would create an ongoing <br />maintenance cost for the City. <br />. Staff does not recommend having the City pay for and install a heated driveway. If <br />the resident is interested in doing this with their own funds, we can facilitate the <br />coordination of the work with the City's contractor prior to the proposed driveway <br />being constructed. <br /> <br />Ms. Abraham also provided objections regarding the assessment of the Beach Club property. <br />She believes that these parcels have value and should be assessed. The assessment policy <br />states that the City may reserve the right to delete land within the assessable area from <br />the assessment roll if it is the opinion that the land cannot be developed or the <br />improvement does not provide benefit. <br /> <br />Staff has looked into the history of the Beach Club and the parcels owned by the Beach <br />Club. The following information was retrieved: <br />. The Beach Club is a non-profit organization with a minimal operating budget. <br />. The Beach Club property was purchased as two parcels from the previous <br />landowner(s). <br />· There are 60-70 parties who are eligible to be members; however, there are <br />currently only about 50 members in the Beach Club. Eligible members are <br />essentially rcsidents of the 2006 PMP neighborhood, aloug with a few homes along <br />Old Suelling. <br />
