Ridgewood Court Pavement Program - Issues

Page 1 of3

Kristine Giga

.

From: Abraham, Lisa [Lisa.Abraham@ecolab.com]

Sent: Friday, August 25, 2006 2:22 PM

To: David_Grant; aplikowski@aol.com; holdenbj24@aol.com; frank_ticknor@urscorp.com;
Greg_Brown@urscorp.com; Gregg Larson; Kristine Giga; Vince Pellegrin

Subject: Ridgewood Court Pavement Program - Issues

To: City of Arden Hills and URS

1 am writing regarding the Pavement Management Program that is being done this summer in the
Ridgewood Neighborhood. We are located at 3511 Sicms Court. Wc have a driveway that is shared via
an easement with 2 (+ I lot) other houses. I have several concerns regarding my existing driveway and
proposals for our driveway due 10 the changes proposed for the area.

The bottom line is that the changes proposcd by the city will decrease the value of my property and
make a dangerous situation worsc. I have voiced conccrns rcgarding my driveway on several occasions
to Frank Ticknor at URS, the city engineer, at a neighborhood meeting at city hall, and at the May City
Council Mecting. I have done all that I can to urge thc city to reducc thc dangcrous situation my
driveway presents and to look at changes to the road that would improve this situation including
lowering the road and moving it to the East. They have rcsponded with a proposal that will make the
situation worse stating that it would not be favorable by the 2-3 residents on the opposite side of the
street since it would affect their trees and make their driveway steeper (although it would not likely
affect their property value since they will still not have driveways that are prohibitively steep or
dangerous like mine!) All of the trees on my side of the street have been removed due to the
construction; the street will be tilted toward my property which will increase the potential of additional
water damage to my property; my property value will be lowered due to and even more prohibitively
steep drive\vay.

~

My first question is why does my property have to be the only one that is affected adversely by the
changes? My properly already has a dangerous situation and it will cost me about 80K to fix the current
water damage to a large wall due to street runoff.

The following is a description of my concerns with the proposed changes, and items I would like the city
to incorporate into the plans for redevelopment as well as.

Improvements with the proposed road and driveway changes:

o The final proposal straightens out my driveway so that it will allow us to go straight onto
Siems Court (instead of needing to make a turn to get out).

Concerns regarding the proposed road and driveway changes:

My steep driveway will now be steeper!
It is very steep to begin with. In order to exit our driveway in the winter, we need to start from
inside our garagc and go as fast as we can to get up the hill. During this, we need to pass thc adjoining
driveway and into the street. To further complicate our exit, there is no visibility from the street into our
driveway.

-

91712006
