Pellegrin) <br /> <br />FR: Executive Committee, Arden Hills Island Beach Club (Frantz, McGuire, Battles, Henry) , <br /> <br />Dear Council- we are writing to express the concerns of the Arden Hills Island Beach Club <br /> <br />regarding assessments for the Ridgewood Neighborhood Pavement Management Program <br /> <br />(PMP) 2006 project. It is our understanding that funding for the project includes the option of <br /> <br />assessing the Beach Club for 13 units of property. We believe there is a discrepancy in this <br /> <br />assessment for the following reasons: <br /> <br />+ The wetland parcel has not been legally subdivided into the proposed 12 residential lots. <br /> <br />+ The PMP envisions using this wetland parcel for pretreatment of runoff water before it enters <br /> <br />Lake Johanna. The benefit of this use, therefore is for all residents surrounding Lake Johanna. <br /> <br />+ We find it inconsistent for the city to both, use the asset of the Beach Club and assess the Club <br />for that use. <br /> <br />+ Collection of that large a fee (12 X $6500 =$78,000) is beyond the scope of the Beach Club. <br /> <br />+ Assessing (50 members, estimated) at the level of $1560 would put the membership into <br />jeopardy, since many would withdraw membership and effectively leave the Club with a budget <br />deficit. <br />
