.

e

.

2006 PMP Update
3/1 6/2006
Page 3

2005 work session, staff recommended holding the assessment hearing following completion
of the construction project. If this is done, property owners will be assessed for the actual
construction costs. The timing of the construction project and the time that assessment
information is needed by Ramsey County is such that the assessments would be delayed until
2007 ifbased on actual costs. Staff is comfortable with this type of schedule for a few years,
but has concems that cash flow issues may arise over a longer period of time.

Miscellaneous Design Issue Update

URS will briefly discuss status of property easements, driveway reconfigurations (Siems
Court), tree impacts and curb and gutter design.

CONCLUSION

^ third neighborhood meeting for the project is scheduled tor Thursday, March 23, at 7 p.m. in
City Hall Council Chambers. Staff is requesting that Council consider whether or not to assess
the Beach Club, for action to be taken at a future Council meeting. Staff plans on informing the
residents at the meeting that Council is still determining the possibility of assessing the Beach
Club, and will provide two possible assessment rates, based on assessing and not assessing the
Beach Club. Staff is also requesting Council to consider the overall assessment schedule.
