The <br />feasibility estimate was prepared in August, 2005, and reflects 2005 construction prices. <br />Construction prices have since continued to increase due to higher fuel and energy costs. The <br />complexity of the neighborhood, with the significant variation in grade, has also resulted in <br />increased costs during final design to better match into existing ground slopes and driveways. <br />Some retaining wall costs were included in the feasibility report as optional costs, but were not <br />included in the baseline improvements. During final design it was apparent that even the optional e <br />retaining wall costs listed in the feasibility report were underestimated. The following items were <br />not included in the feasibility report estimates and are also contributing factors to the increase in <br />the estimate: water service improvements from the watemlain to the curb stop; slightly extended <br />limits of the watermain replacement; the proposed ponding area by Lift Station #3. <br /> <br />Easements <br /> <br />Staffis in the process of working with the City Attomey and affected properties to obtain the <br />drainage and utility easements needed for this project. The plans reflect proposed improvements <br />based on the acquisition of the easements. If agreements cannot be reached with affected <br />property owners on the casement acquisition, plans will be modified accordingly to account for a <br />design change. <br /> <br />CONCLUSION <br /> <br />In order to capture a market for competitive bid prices and keep the project on a timely schedule, <br />these plans should be advertised in April. Bids would be opened in early May and, if accepted by <br />Council, awarded in late Mayor early June. Construction would then likely begin sometime in <br />June. If a delay would occur in approving plans and authorizing advertisement for bids, this <br />would delay the entire schedule, which could potentially delay the project to the next <br />construction season. <br /> <br />At this time, staff recommends adoption of Resolution 06-29: Approval of the final plans and . <br />specifications ordering advertisement for bids for the 2006 Pavement Management Program. <br />
