Economic Development Plan

7 February 2006

.

Task 3.3. Stakeholder Input DeSCo defines three circles of influence in the
community, the 10 Key Leaders, the stakeholders2 and the community at large. The
next step in developing the economic development plan will be to solicit the input of
these stakeholders. This will occur when a database of up to 150 individuals are
contacted by DeSCo and directed to provide their input to the survey on the City of
Arden Hills' web page.4 Stakeholders will be told to provide this input during a
defined window of time. By limiting their input to this window, DeSCo can better
judge the range of community attitudes throughout the City.

Task 3.4. Resident Input. At the conclusion of the window defined in Task 3.2
press releases will be prepared by DeSCo and provided to the City for release to the
local press directing the community at large to the web page and soliciting their input.
We will also work with the City to identify key partnering organizations such as
chambers, colleges, hospitals, etc. that can help to get this news out in member
letters and employee communications. Typically, we afford a larger window of
opportunity for community input which is necessary due to the communication issues
related to distribution.

Phase IV - Consensus

.

Task 4.1. Draft Economic Development Plan. DeSCo will then tabulate the input
received from the community surveys and key leader interviews into an economic
development plan for the city. This plan will be a compilation of community needs,
local opportunities and best practices in the profession that DeSCo has compiled over
time. The plan will address the five cornerstones of economic development, a
DeSCo exclusive product, which provides community development, attraction,
retention and workforce improvement initiatives. A draft of this plan will be emailed to
the Community Development Director and reviewed prior to release to the steering
committee.

Task 4.2 Committee Presentation. The draft economic development plan will be
reviewed with the steering committee in a c1osed-door meeting. The purpose of this
meeting is two-fold:
o Ensure that those who were responsible for project management are briefed in
advance of the public.
o Manage the tone and content of the public release in such a manner as to
make sure it is delivered so as to protect and enhance the reputation of the
City of Arden Hills.

2 Stakeholders would be key partners directly associated with the City on a regular basis. These would include,
but not be limijed to, elected offICials, banking representatives, real estate officials, education, healthcare.
chambers and worldorce development organizations.
3 Provided by the City
· DeSCo develops this survey with their own survey software and links this survey to the web page with Arden
. Hill's ISP. This is a fairly common (and simple) process to complete.

Confidential and Personal lor the City of Arden Hills.
Public circulation or unauthorized reproduclion of thIS document is expressly prohibited.

DeSCo . 831 E.
