PLANNING CASE #06-010: - MASTER PLAN AMENDMENT AND SITE PLAN <br />REVIEW - GUIDANT CORPORATION. 4100 N. HAMLINE AVENUE <br /> <br />Mr. Lehnhoff stated the applicant was requesting a Master Plan PUD (6th Amendment) <br />and Site Plan Review to reconfigure parking on Guidant Drive South and constmct a new <br />157 stall parking lot south of Guidant Drive South. The request also includes a proposal <br />to remove 66 parking stalls and access to Lexington Avenue from Arden Woods office <br />building to create a landscaped buffer along Lexington Avenue. Staff recommcnded <br />approval of the Master Plan PUD (6th Amendment) and Site Plan Review subject to the <br />following conditions: <br /> <br />. <br /> <br />1. The applicant shall continue to abide by the conditions of approval as stated in the <br />approved Master Plan PUD except as amended by the six subsequent amendments. <br />2. A PUD Amendment fonn, drafted by the City Attorney, shall amend the PUD and <br />encompass all five amendments to the Master Plan PUD. A building permit may only <br />be issued after the PUD Amendment document receives the approval of the City <br />Council and is executed by both the City Council and the applicant. <br />3. The project shall be completed in accordance with the plans submitted as part of the <br />master plan amendment and site plan review application. Any significant changes 10 <br />these plans, as determined by the City Planner, shall require revicw and approval by <br />the Planning Commission. <br />4. The master plan amendment and site plan review shall automatically expire and <br />become void one (I) year from and after the date on which the Council granted such <br />approval if work on the project has not begun within that time period. <br />5. The applicant shall obtain any necessary permits from Rice Creek Watershed, the <br />Minnesota Pollution Control Agency (MPCA), the NPDES (National Pollution <br />Discharge Elimination System) permit, and any other necessary permits before a <br />building permit is issued. The City shall be copied with all required permits. <br />6. Any changes to the grading, erosion, or drainage plans shall be submitted to the City <br />Engincer for approval. <br />7. Erosion control measures shall be inspected by the City Engineer before constmction <br />begins. <br />8. The applicant shall comply with the following conditions recommended by the Lake <br />Johanna Fire Department: <br />a. The applicant shall install "No Parking Fire Lane" signs on the north side of <br />Guidant Drive South upon compleIion ofthe changes to Guidant Drive South. <br />b. The entrance from County Road F to the Arden Woods parking lot shall be <br />modified to allow fire apparatus to turn east or west into the lot. <br />c. The entrance from County Road F to the Arden Woods parking lot shall <br />maintain an unobstmcted vertical clearance of not less than 13 feet 6 inches. <br />d. The applicant shall submit a schedule for completing the installation of <br />sprinklers in the Arden Woods office building for approval by the Fire <br />Marshal before any building permits are issued. <br />9. The applicant shall comply with the conditions recommended by the City Engineer in <br />the March 28, 2006, memo to the City Planner, updated site plans, including the <br /> <br />e <br />
