PROPOSAL NARRATIVE <br /> <br />CITY VISION <br /> <br />A strong community that valucs our unique environment, our fiscal soundness, and our tradition <br /> <br />as a dcsirabJe City in which to live, work, and play. <br /> <br />INTRODUCTION <br /> <br />The City of Arden Hills, located approximately eight miles north of downtown Minneapolis and <br /> <br />downtown Saint Paul, is a dynamic community of nearly 10,000 pcople. Arden Hills is unique <br /> <br />because it is home to one ofthe largest undeveloped parcels in this portion of the Twin Cities <br /> <br />metropolitan area. Most of Arden Hills dcveloped in the 1970s and is automobile oriented. <br /> <br />However, the City has begun to focus on non-motorized transportation options and opportunities <br /> <br />. <br /> <br />for incorporating activc living into policy-making and the built environment to accommodate all <br /> <br />citizens, including the aged, disabled, and children. The northern one-third of the City, which is <br /> <br />largely undeveloped, offers immense opportunity to provide a balanced environment for work, <br /> <br />living, and recreation. <br /> <br />SECTION ONE: THE ApPLICATION <br /> <br />The International City/County Managcment Association has issued a number of <br /> <br />recommendations to communitics regarding incorporating active living principles into their <br /> <br />futurc planning, policies and infrastructure. These recommendations included: l) Recognizing <br /> <br />the importance oflocal govcrnment leadership; 2) InfoDning citizens about active living and <br /> <br />encouraging them to expect succcss; 3) Questioning traditional assumptions about roles; 4) <br /> <br />. Partnering with schools; 5) Communicating needs and barriers to decision-makers at othcr 1cvcls <br /> <br />1 <br />
