These requirements <br /> <br />include connecting new developments to existing trials and sidewalks, making dcveIopments <br /> <br />pedestrian fricndly, and encouraging developers to provide bike racks. <br /> <br />As Arden Hills dcveloped, the City has maintained a policy of a new park in cvery new <br /> <br />subdivision. With thc exception ofTCAAP, most ofthc City is subdivided to the smallest <br /> <br />possible lot sizes. Nevertheless, the City continucs to require lot subdivisions to pay a park <br /> <br />dedication fee or dedicate land for recrcational purposes where appropriate. The park dedication <br /> <br />fee helps the City make capital improvements to recreational facilities. The TCAAP project <br /> <br />takes the ideal of providing a park in evcry subdivision a step further by proposing residential <br /> <br />areas, commercial facilities, and vast green spaces connected by trails to areas both in and <br /> <br />. <br /> <br />outsidc of the City, including the cxtensive Rice Crcck Corridor and Chain of Lakes. <br /> <br />The City or Arden Hills is in the initial stages of prcparing our next Comprehensivc Plan, which <br /> <br />will be completed and submitted to the Metropolitan Council for review by September 12, 2008. <br /> <br />City staff is already in the proccss of gathering data to update the background and technical <br /> <br />portions ofthc plan. The City will be holding a number of community meetings and meetings <br /> <br />with key stakeholders both inside and outside ofthc community, to gather input starting in 2007. <br /> <br />The draft plan is expected to be completed by the end of 2007 or early 2008. The draft will bc <br /> <br />intcmally reviewcd during the first half of 2008 and reviewed by neighboring municipalities <br /> <br />during the second half of 2008. <br /> <br />. <br /> <br />8 <br />
