~

~
EN HILLS

.

MEMORANDUM

DATE:

May 3, 2006

AGENDA ITEM 7.C

TO:

Mayor and City Council
Michelle Wolfe, City Administrator

Kristine Giga, Civil Engineer .~

FROM:

SUBJECT:

URS Contract Renewal

BACKGROUND

The City of Arden Hills has had a cootract with URS for engincering services since January 1998. At the
timc ofthe original contract, URS was known as BRW, Inc.

Since this original contract has been in place, changes have taken place at the City. The City has entered
into a Joint Powers agreement for engincering services with the City of Roseville. The agreement with
Roseville includes some tasks previously performed by URS; therefore, the URS contract needs to be
revised accordingly.

.

DISCUSSION

The most notable revision to the contract with URS will be the removal of the monthly retainer fee. Tasks
identified in this section of the contract are now tasks that are incorporated into the agreement with
Roseville, such as attending Council mectings and work sessions, providing day to day support to other
City staff members, Council members, and the general public, and answering resident questions and
concerns. Tasks previously identified in the monthly retainer will be added to miscellancous services that
are available as needed/requestcd by the City.

FINANCIAL IMPLICATIONS

The monthly retainer will be eliminated from the contract. Miscellaneous services prcviously had been
billed at a factor of 2.2, plus expenses. URS has proposed to lower this factor to 2.0 based on lower fixed
costs and risks with such services performed for the City in the past. Planned engineering projects will be
incorporated into the budget and funded from applicable sources.

CONCLUSION

Staff rccommends approving the revised contract with URS for engineering services and authorizing staff
to prepare and execute the associated documents.

.

\\mctro-inet\ardc-nhills\PR&PW\Engineering\2006\CounciJ Actions\5-3-06 Memo URS contract.doc
