<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br />~~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />May 8, 2006 <br /> <br />WORK SESSION ITEM <br /> <br />TO: Mayor and City Council <br /> <br /> <br />FROM: Michelle Wolfe, City Administrator ~~~Q,~\ <br /> <br /> <br />SUBJECT: 2006 City-Staff Retreat: Follow-up Discussion and Reports <br /> <br />Attached are a series of rcports from retreat facilitator Karen Ray, There is a cover memorandum <br />from her, introducing her reports. This is followed by a summary from the retreat sessions, held <br />on March 10, 11, and 15. The third item is a summary of the Council goals that were discussed <br />at thc March 15 session. Last is a proposed "Fonnat for a Board Policy". <br /> <br />Here are some additional suggestions that Ms. Ray forwarded to me: <br /> <br />1. <br /> <br />Discuss the Council goals, and if comfortable, we can put this into the Council packet <br />for the next meeting and approve it as part of the Consent Agenda. <br />Take the section entitled "Tone of Debate" re-title it "Civil Discourse", and place a <br />copy of it in every packet for every meeting. <br />Staff is updating the 2004 Strategic Plan per the comments made by Council during <br />the retreat. This document, along with the staff-generated goals for 2006, will be <br />brought back to Council, and will ultimately serve as work plans for 2006 and into <br />2007. <br />Ms. Ray forwarded the "Fonnat for a Board Policy" as a result of discussion during <br />the retreat sessions. This relates to discussion about the Council setting policies. Ms. <br />Ray's suggestion was that we first develop a list of the policies that Council needs to <br />develop or update, then start addressing these at future meetings, using a consistent <br />format. Policy lays out vision, philosophy, and evaluation measures. She suggests <br />that as Council fills out this fonn by discussing each item during a meeting, you will <br />also be having a vision discussion, setting measurements, and end with solid policies <br />to guide staff work. <br />In tenns of the Council goals, once they are adopted or approved by Council, then <br />staff would keep the goals in front of Council and track what work is being done on <br />each item.
