<br />ARDEN HILLS PLANNING COMMISSION - MAY 3, 2006 <br /> <br />7 <br /> <br />of homes being built and this was a concern for him also. He stated he had spoken with <br />the Ricc Crcek Watershed District and the DNR about this who both indicated they did . <br />not know anything about this proposaL Hc expresscd concern that this was going to be a <br />private driveway and not a cui-de-sac. He asked how emergency vehicles would access <br />the driveway if there were cars parked in the driveway. <br /> <br />Moose Giannctti, 2033 Thom Court, stated they just bought their property this past winter <br />and thcy were shocked to see the area behind them was going to bc developcd. She <br />stated she would like to see the shed at the rear of the lot gone, but she had the same <br />concerns as everyonc else regarding the private driveway and the width of the driveway. <br />She did not believe emergency vehicles would be able to access one of the homes if there <br />wcrc cars parked in the drivcway. She did not believe approving this was socially <br />responsible for the City. She stated the rules were made for a reason, which was to <br />eliminate these types of problems. She asked them to deny this request. She stated she <br />was insulted that the property owner would takc care of himsclf and not be concerned <br />about the neighbors. She stated she was a real estatc agent and it was common to have <br />issues with shared property (i.e. driveways). She requested her comments be part of the <br />considcration. <br /> <br />Vice Chair Zimmerman closed the public hearing at 8:08 p.m. <br /> <br />Commissioner Larson ask cd if they allowed in the City Code a hammerhead in lieu of a <br />cul-dc-sac. Mr. Lehnhoff responded it was not listed as an option, so he would say no. <br /> <br />. <br /> <br />Commissioner Larson noted the Fire Department did not say if they approved or <br />disapproved of this and generally the Fire Department required a turn-around if it was <br />over 150 feet. He asked if the Fire Department had commented on this. Mr. Lehnhoff <br />responded there was no objection made by the Fire Department, but they also did not <br />approvc or disapprove this. <br /> <br />Commissioner Larson asked staff to rcquest the Fire Department make further comment. <br /> <br />Vice Chair Zimmerman noted if this was a shared drive, all trash containcrs would need <br />to come out to the public road for pick up and this was something they needed to <br />consider. He stated from his own personal point of view because thcre was a lot of <br />concern from the neighborhood and the Commissioners, he would like to see this tabled <br />for further infonnation which would allow thc applicant to have conversations with the <br />neighbors, look at other options, and look at the possibility of a City street with a cul-de- <br />sac. <br /> <br />Commissioner Thompson stated one of her concerns was from the perspective of the <br />elevation changes and thc drainage and how this would impact the wetlands. She noted <br />one of the options they had was the Rice Creek Watershed District approval. She asked <br />if they could get that information beforehand. She statcd she was not comfortable <br />approving this without the Rice Creek Watershed District's comments. Mr. Lehnhoff <br />stated they could require this. . <br /> <br />D <br /> <br />
