<br />The City of Rochester has implemented a policy in which the City will assist with slorm debris . <br />removal if the storm meets one of the following stipulations: <br />L Tornado touch-down; <br />2. Extensive flooding conditions; <br />3. Severe thunderstorm with winds in excess of70 MPH; <br />4. Severe ice stonn that causes severe lree damage. <br /> <br />The City of Rochester rclics on the National Weather Service and their emergency management <br />team to use their professional judgment in determining whether or not City clean-up efforts are <br />needed. The City of Rochester has also divided the City into quadrants in case storm damage is <br />comprised into one or two sections of the City, <br /> <br />The Cities of Shoreview, New Brighton, and White Bear Township rely on their staff members <br />to use their own professional judgment in making a recommendation to the City Councilor <br />Town Board to determine if an organized clean-up effort is needed, <br /> <br />A number of communities indicated that lhey do not have a written policy, but utilize their staffs <br />professional judgment to determine if the City should provide the residents with slorm debris <br />clean-up assistance, <br /> <br />In 2005, the City Council adopted the Ramsey County Emergency Operations plan. The Ramsey <br />County Emergency Operations Plan provides the City with a great overview of the proper <br />procedures and practices that arc utilized in a large scale event. The proposed storm debris <br />removal policy provides the City Council and City staff with a more internal look at the policies . <br />and procedures that the City should follow when it is impacled by a severe weather event. <br /> <br />Staff Recommendation <br /> <br />City staffrecommends City Council approval of the proposed storm debris removal policy. <br /> <br />. <br />
