Wolfe, City Administrator Schawn Johnson, Assistanl City Administrator 5,~ FROM: SUBJECT: Motion to Approve the City of Arden Hills Snow Plowing, Snow, Removal, and Ice Control Policy ENCLOSURES: Proposed Arden Hills Snow Plowing, Snow Removal, and Ice Control Policy Overview The City of Arden Hills last updated ils Snow Plowing, Snow Removal, and Ice Control policy in 2001. Since 2001, the Operations and Maintenance Department has divided the City into three different plow routes, with two snowplows assigned to each route, In the current policy, the City identifies four different plow routes. Over the years, the Operations and Maintenance Department has found that three plow routes are more efficient for snow removal operations, Also, it is more effective for the Operations and Maintenance Department to have two plow trucks working simultaneously within the three plow route areas, A second proposed change to this policy is the maintenance of sidewalks and trails within the City, The Cily's maintenancc department handles snow removal activities for a majority of the City's parks and trails. Due to safety and equipment concerns, City staff is requesting that the following trail locations not be maintained by the Operations and Maintenance Department during the wintcr months: . Arden View Drive to Colleen Avcnuc Trail; . Cummings Park-Lexingtou Avenue to Cummings Ball Field; . Cummings Park-North Water Tower to Hamline Avenue. The steep grades and icy conditions make the aforementioned locations dangerous to maintain during the wintcr months. The City has experienced a few near miss accidents where staff members have began to slide off of the trail using the Toro Groundsmasters and pick-up trucks during snow removal activities, In order to protect the safety of our employees and minimize
