<br />liability to the City staff, it is recommended that the aforementioned trails not be maintained this . <br />winter and be posted as "Minimal Maintenance Trails", <br /> <br />City staff is currently researching the possibility of utilizing a neighboring communities trail <br />maintenance machine for snow removal operations at these three locations. If we are successful <br />in working out an agreement with a neighboring community, City staff will continue to maintain <br />the Arden View Drive and Cummings Park trail sections this winter. <br /> <br />A third proposed change to lhe existing policy is the repairing of sod within the City's right-of- <br />ways due to snow plow damage. The City's existing policy does not address this topic very <br />clearly. It is very important that the City has a sod damage replacement policy that clearly states <br />what the expectations are for our maintenance department concerning the replacement of <br />damaged sod within the right-of-way. In the past, City slaff has been asked by residents to <br />install sod, grass seed, and irrigate the boulevard areas due to snow plow damage, In lhe future, <br />City staff is recommending that the City utilizes black dirt and grass seed for boulevard repairs. <br />The proposed change would create a standard for the City to the follow and minimize confusion <br />amongst lhe Operations and Maintenance Department regarding whether or not the City will <br />purchase and install sod for the residents. Also, language has been added to the proposed policy <br />that slates that City will not repair/replace sod lhat was damaged due to the application of sand, <br />salt, or other deicing chemicals, <br /> <br />A fourth proposed change to the Snow Plowing, Snow Removal, and Ice Control Policy is the <br />adding of language that states thaI City will not repair plow damage to trees, shrubs, landscaping . <br />materials, decorative rock, brick walls, and lawn/landscaping irrigation (sprinkler heads) systems <br />located along the right-of-way, Residents that place the aforementioned items within the right- <br />of-way are doing so at their own risk. <br /> <br />Research <br /> <br />City staff has contacted fourteen different communities inquiring about their policies regarding <br />repairs to right-of-way areas that were damaged by City snowplows. The following communities <br />will repair the damage to the boulevard only using black dirt and grass seed: <br />. City of Anoka; <br />. City of Coon Rapids; <br />. City of Blaine; <br />. City of Lino Lakes; <br />. City of Shore view; <br />. City of Columbia Heights; <br />. City of New Hope; <br />. Cily of Big Lake; <br />. City of Brooklyn Park; <br />. City of Elk River. <br /> <br />The Cities of Andover and Roseville assume no responsibility for snow plow damage to the <br />boulevard areas and requests that their residents maintain and repair the sod when necessary, <br /> <br />. <br /> <br />2 <br />
