<br />e <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />August 21, 2006 <br /> <br />AGENDA ITEM: 2D <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Michelle Wolfe, City Administrator ~ <br /> <br /> <br />SUBJECT: Work Session Discussion: Auditor Request for Proposals Update <br /> <br />The City Council directed that staff conduct a Request-for-Proposals (RFP) process for the City <br />Auditor. We have had the same firm as City Auditor for many years and it was agreed that it <br />would be appropriate to conduct an RFP and evaluate the proposals we receive. It is my <br />recommendation that all the City's professional service contracts be reviewed periodically and <br />that RFP processes ale an excellent way to conduct such a review. <br /> <br />Former Finance Director Siddiqui prepared an RFP and distributed it in June 2006. The City <br />received five proposals. Mr. Siddiqui and Accounting Analyst Michelle Bruley reviewed and <br />scored the proposals. Originally Mr. Siddiqui had hoped to select a City Auditor by the end of <br />August. However, his resignation has resulted in a delay to that process. We probably do not <br />need to make a final decision until October, however, so the delay is not problematic. <br /> <br />I am suggesting that because of the important role that the City Auditor plays, and because the <br />City Council will be required to approve the appointment ofthe City Auditor that one or two <br />members of the City Council participate in the interviews, ifthere is interest and schedules <br />allow. At this time I am hoping to invite the City of Roseville Finance staff to assist us with <br />interviews as well. <br /> <br />I am also suggesting that we adjust the selection process as follows: <br /> <br />Staff review of proposals and selection of finalists <br />Interview oftwo-three finalists <br />Appointment of Auditor <br /> <br />August <br />Late August-Early September <br />September 25 Regular Meeting <br /> <br />At the Work Session of August 21, I would like to make sure that the City Council is <br />comfortable with the proposed process, and to determine who may be interested in participating <br />in the interviews. <br /> <br />.
