Although a public hearing is not required for a site plan <br />review, the Commission did open the floor to public discussion. As noted above, there were no <br />objections. While having a planning case on the consent agenda has not been common practice <br />in Arden Hills, non-controversial plamling cases can be placed on the consent agenda. If there <br />are any open issues or questions from the City Council, the planning case can be removed from <br />the consent agenda and considered separately. <br /> <br />Backl!round <br /> <br />The applicant's property, 1105 Amble Drive, is locatcd at thc northwestern corner of Amble <br />Drive and Lexington Avenue. The front of the house faces south toward Amble Drive and the <br />eastern side of the house is adjaccnt to Lexington Avenue. To increase privacy and decrease <br />noise from Lexington Avenue, the applicant is proposing to construct a six foot high, 100 percent <br />opaque fence along the eastern side of the property facing Lexington Avenue. According to the <br />proposal, the fence would angle into the property at a 45 degree angle (toward the southwest) <br />!wenty from the Amble Drive curb and would extend for approximately twenty feet facing <br />Amble Drivc. <br /> <br />When Lexing!on Avenue was reconstructed in 2005, a number of large trees that helpcd pro!cct <br />the privacy of I] 05 Amble Drive were removed. The widening of Lexington Avenue and the <br />addition of a turning lane brought the road closer to the subject property.
