URS Corp

Date:

Septcmber 20, 2006

Subject:

2005 Pavement Management Program,
Red Fox Grey Fox Commercial Area
Change Order #1 Request

Background
The City of Arden Hills awarded Amt Construction Company, lnc, of Hugo, MN the 2005
Pavement Management Program on August 8, 2005 for a total contract amount of
$1,375,247,66,

Project Status
The projcct was substantially completed in late October, 2005, A final walk through with URS
and O&M staff was completed during spring 01'2006 and the Contractor has subsequently
completed minor punchEst work and seed/sod restoration identified during the walk through,

Change Order Summary
The Change Order request before Council includes payment of a bonus for exceeding
bituminous density requirements and payment for additional pond excavation materials
incorporated into the project. The following is an explanation of each item:

Bituminous Density Jncentive
The performance specifications incorporated into the project included potcntial
inccntive/disincentive payments to the Contractor based upon the in-place density of the
bituminous pavement installed on the project. Following the paving, test cores are taken from
the roadways and analyzed for density among other material characteristics to ensure the
materials conform to the specifications, When in-place densities of bituminous meet certain
thresholds (both above and below the specified density) a bonus or deduct payment is calculated
for the Contractor. Based upon results from the 2005 paving we have calculated a bonus
payment of$4,575.60 due the Contractor for achieving densities above the specified thresholds,
This bonus payment is a reflection of good construction and should result in better pavement
performance for the City,
