<br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />~ <br />EN HILLS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item: SA <br /> <br />September 21, 2006 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Michelle Wolfe, City Administrator <br /> <br />Karen Barton, Community Development Direetor~ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Blue Cross Blue Shield of Minnesota Active Community Living Grant <br /> <br />Background <br /> <br />In March of this year, staff was authorized by the City Council to make application to Blue Cross Blue <br />Shield of Minnesota (BCBSMN) for an Active Community Living Grant. <br /> <br />Staff submitted an application to BCBSMN in early April. The City has subsequently been notified by <br />BCBSMN that we have been awarded $24,193,80 in grant funds to participate in the Active Community <br />Living Grant program, <br /> <br />Although BCBSMN received numerous applications, Arden Hills was among only 8 jurisdictions that <br />received funding (Eden Prairie, St. Paul, Ramsey County, St. Louis Park, Bloomington, Two Harbors, <br />and St. Paul Park), <br /> <br />The City is required by Met Council to update our Comprehensive Plan by the end of 2008, In order to <br />accomplish this, work needs to begin in earnest in early 2007, The work associated with this grant <br />coincides with the work required for the Comp Plan update, The grant is designed to assist us in <br />incorporating active community living principles into our comp plan update to assist our community in <br />developing environments that support physically active lifestyles (i,e" accommodating non-motorized <br />transportation modes such as walking and bicycling), <br /> <br />As part of the grant, BCBSMN will provide 6 training workshops through the University of Minnesota's <br />Metropolitan Design Center, as well as guidance and assistance fTom an experienced technical assistance <br />provider. <br /> <br />Grant funds will primarily be used to cover staff costs related to the grant, but will also inelude costs <br />associated with public meetings and preparation of the comp plan, <br /> <br />City Attorney Jerry Filla has reviewed the grant contract and raised no objections, <br /> <br />Staff Recommendation <br /> <br />Staff recommends Council move to approve the Blue Cross Blue Shield of Minnesota Active Community <br />Living Grant and authorize staff to execute all necessary documents, <br />
