Boss attended the Ramsey County Open <br />Space Meet:ng on March 25, 1971, and wll I report to the Parks and <br />Recreation Committee on April 20, 1971. <br /> <br />J. Hollenhorst requested that the Parks and Recreation Committee also <br />consider the retention of the open land which lies generally north <br />of the 500 Line Rai Iway between Old Highway 10 and New Brighton Road, <br />extending north to 1-694, for park land. <br /> <br />Human RI~hts Public Meeting <br />R. Herrick advised the Council of a meeting SCheduled by the Human <br />Rights Commission, at the Arden Hills Branch Library, on Monday, <br />April 19, 1971, at 8:00 p.m., to which the Council and the public <br />are Invited, to discuss Human Attitudes and Indian Culture. . <br /> <br />REPORT OF COUNCILMAN E. GRAY HENDERSON - Finance and Municipal lands <br />and Buildings <br /> <br />Water Rates Ordinance <br />E. G. Henderson adVISed the Council of Water Rate Ordinance amend- <br />ments recommended by the Finance Committee. <br /> <br />After discuss Ion, E. G. Henderson moved that the Counc it approve <br />ratification and pUblication of AN ORDINANCE AMENDING ORDINANCE No. <br />103 RELATING TO THE MUNICIPAL WATER SYSTEM, BY AMENDING THE WATER RATES <br />AND THE CHARGES, AND PROVIDING FOR FURTHER REVISION OF SUCH RATES <br />AND CHARGES BY RESOLUTION, as read; seconded by S. Olmen. Motion <br />carried unanimously. <br /> <br />Legislative Interim Commission to Study Ramsey County Govern~ent <br />E. G. Henderson reviewed a letter from the R.C.l.M. asking Arden <br />Hills' opinion on whether the government study should be pursued <br />as to Recommendation No. 12 of the December 1970 report, as outlined, <br />or dropped. <br /> <br />After discussion, the Council recommende~that the study of Recommen- <br />dat i on No. 12 not be pu rsued except that part of the studywh'I'C"h <br />would consider breaking down Inordinately large units Into smaller <br />operational units. Clftrk Administrator Stromquist was requested to <br />~advr~e the R. C~ L. M. of the Council's recommendation. <br /> <br />REPORT OF COUNCilMAN STAN OLMEN - Public Works <br /> <br />Gasoline and Oil - Informal BIds <br />S. Olmen presented Info~mal bids for the bulk purchase of gasoline <br />and oil, from two bidders. <br /> <br />After discussion, L. Stromquist was requested to Investigate the pos- <br />sibility. of joining St. Paul In the purchase of 011 and fuel. She <br />was also requested to check with St. Paul re the payment of state <br />gasoline tax by municipalities. <br /> <br />. <br /> <br />Village Street Malnten~ <br />The CouncIl reviewed, In a general manner, Village street maintenance, <br />plowing and sanding operations of the past winter months, and asked <br />Supervisor Beecher several questions relating to the operation. <br /> <br />Councilman Hollenhorst stated that he felt that the Village should <br />do more plowing and put less sand on the streets next winter. <br /> <br />H~~UH{ uf MAYUH H~NHY J. ~k~~iAu, Jk.- General Government and <br />Public Safety <br /> <br />Council Meetlns Date Chan~ . <br />Because the regular Council meeting of May 31, 1971 falls on a holiday, <br />R. Herrick moved, seconded by S. Olmen, that the regular Council <br />meeting of May 31, 1971 be changed to Monday, May 24, 1971 at 8:00 p.m. <br />Motion carried unanimously. <br /> <br />L.
