23

a
NR. PC?POVICH: It's impossible to give you the detail.
Let me say this you must be careful in comparing apples with
apples and not a gsapefruit with a prune. It depends on how a
community may do its financing. In Falcon Heights they had a
combination of taxes and front foot assessment: I've forgotten what
that was - about $9.00 a front foot - but they had a very healthy
tax increase of about 15 mills that went along with it. Here, you
the improvements were large. In Shoreview which incidentally
have a pre $10.Q0 front foot without any tax increase. If you want
to compare this proposal with Falcon Heights, ycu see, you're trying
to compare purely a 100pS assessment with a bombination $4.0 and
the mill rate. I am convinced in Falcon Heights thatwhen you tak e
the mill rate increase into consfderation it's more than the'$lO.CQ
you have here. In Roseille their first one ren $6.05 a front foot.
'Ih@ secand assessment ran $6.25. The third, that's now under way,
is estimated around $7.00 with a millage fncrease also there that 1
think on the first ons was 1-mill, on the second itTs 3 and I think
about 6 on the third one. Of course, thisrdllage is something that
depends on what your assessed valuation might be. Tn Roseville
will be holding a heazing on their sanitary sewer improvement
program on March 29, it is estimated there that will run $10.50
a front foot. This is varied fxom a high, for example, of New Hope
where they put in sewer that ran as high as $13.00 a front foot all
the way down to $6.00 or $6.5C a front foot. It varies - one reason
is the construction situation you run into - the combinatian of
financiny that you do - but this is in line with ather munici{lities
that are 100°b special assessment as this is.
ti. GERALD 9UET0,4, 1443 Forest Lane: Roger, can you give me a
