PAUL 4, MINN.

PXON6r MIOWAY 84B1i
Viilage Council
Village of Arden Hills
1450 Sdest Highway 96
St. Paul 12, Minnesota
Gentlemen:
September 12, 1960
In accordance with previous conversations with your Council, we are pleased to submit
this Proposal for Engineering Services for the preparation of a complete investigation,
study, and comprehensive report for a Village Waterworks System.
A. STUDIES AND REPORT
1. We propose to make a complete study of the eatire area within the limits of
your Village based upon existing maps and data available and supplemented by
field surveys to be made by us for the purpose of determining the portions
oi your Village which may require water service bothi.in the near future and
in the more distant but foreseeable future.

2. We caill include a study of the topography, present development, land use,
and zoning together with present and proposed street locations to determine
the proper location of water mains, we11s, and storage reservoirs of the
system, taking into account near and distant future requirements.
3. We will make a study of the possibility of developing an independent Village
water supply utilizing deep wells in comparison with making a connection with
the City of St. Pau1, the Village of New Brighton, the Viliage of Roseville,
or the Twin Cities Arsenal, and distributing purchased water to the Village
users. The study would be made on an economic basis considering both initial
cost and over-a11 long range cost , taking into account the possible need
for treatment of well water.
4. We will study the uatter of storage in combination with supply to determine
the most economical and practical ratio of each for both domestic and indus-
trial nse and with further consideration of fire flow requirements.
•
5. We will prepare a report and master plan for a waterworks system for the
entire area of your Village. This would inciude a discussion of the various
problems involved and would establish a program of water mains for both near
and distant future requirements, together with a map cahich would be a part
of the master plan upon which adequate information would be shown cahich, whea
combined with writCen discussions, would present a complete preliminary report.
There would be included complete estimates of cost for all portions and phases
of the system based on current prices together with a comprehensive written
over-all report for the development of a complete water system providing for
a program to meet the requirements as they develop such that a11 units will
integrate into a complete system.
