Motion carried unantmously. <br />Case No. 77-55 Karth Lake West =-�ark be�i�tlt�� <br />Crichton referred Council to his memo ot 8/27/79 re Kerth t�k� b�5t - <br />Park Dedication recommendation. <br />After discusslon, Crichton moved to rescind the former motlon relative <br />to acceptance of Karth Lake West park dedication (8/13/79 Co��ncl! <br />minutes), and moved to accept 57,500 as full satisfectton of the <br />Karth lake West park dedication requirements, payable at the rate <br />of 3750/lot when sofd to another party or when a Butiding Per�Tt <br />is issued twhichever occurs first) for the first ten (10) lots. <br />Any unpatd portion ot the 87,500 to be paid by September 30, 1981. <br />Motion was seconded by Hanson and carr(ed unanimously. <br />Case No. 79-i8 Karth Lake Estates Thfrd Addition - Park Dedieatio� <br />Crlchto� referred Councii to his memo of 8/27/79 re Karth Lake <br />E:states Third Addition - Park Dedicatlon recommendation. <br />After dlscussion, Crichton moved, seconded by Hanson, that Council <br />accept $2,250 t.20 acres @ SIi,250/acre) as full satistaction of the <br />park dedicatfo� for Karth Lake Estates Third Addition, and the north <br />partlon of Outtot B, paya6le at the rate ot 5750/lot when sold to <br />another party or Nhen a buildtng pe�mit is tssued (whichever occurs <br />first) fior the first three (3) lots. Proposed Saune Ordinance <br />Councii was reterred to draft of Proposed Ordinance <br />Regulattng Operatlon of Massage, Rap and Sauna Parlors <br />and to Lynden's letter t6/15/79) response to specific <br />concerns Counctt ratsed at the April 16th meeting. <br />Woodburn reported that the Pubilc Safety Committee <br />recommends passage of the proper ordtnance, concerned <br />wlth the length and complexlty ot the proposed draft. <br />In discussion, it was suggested by Hanson that the <br />present Zoning Ordinance excludes Kc�<<na operattons <br />by not tnc(uding them in the Ilst of permi4ted uses; <br />queried the need for the proposed ordinanca. <br />After dlscussfon, Woodburn was requested to work out <br />changes in the proposed ordtnancs draft wtth Attorney <br />Lynden and to submit draft fn its revised form for <br />Councit consideratton. <br />• <br />. <br />e. Street Ltahtin�� <br />Councii xas reierred to Public Satety Committee Report <br />on sti-eet lighting (8/21/74) and to memo from Woodburn <br />(8/20/79) re street Iighting policy. <br />Atter dfscussfon, McNlesh was requested to Graft the <br />Street Ltghting Paticy, as amended, in resolution form <br />for Cou�cil's conslderation. <br />Counctl expressed apprectation of ?he quTdeltnes for <br />streat itghting applications, prepared by t�e Publtc <br />Safety Committee, and noted that "uhusual situatlons" <br />will be referred to the Publtc Satety Committee for <br />its recommendatlons.
