Motion carried unanimously. <br />ur tlheei T <br />- Soecif <br />Johansen referred Councfl to his memo of 5-IS-79 a�d attached <br />SpeciPicatfons for four Wheel Drive Articulated Rubber-Tired <br />Tractor Laader, dohansen noted that the Public Works Committee <br />recomme�ds that Counctl proceed wTth advertisement for bids; <br />cost ls estimated at E58,000 tS25,000 budgeted this year and <br />E25,000 budgeted i� 1980). <br />After discussion, Crichton moved, seconded by Wingert, that <br />Councit authorize advertisement for bids for the Four Wheei Tractor <br />Loader and Ploa based on the Specifications submitted. Johansen estimated cost of removing <br />approximataly 30' pipe section afi 550.00; noted that, untii <br />new averfloa is in place and operating, temporary emergency pipe <br />w11B be retained. <br />After discussion, Crichton moved, seconded by Hanson, that <br />Council authorize the expendiiure to remove the pipe section, <br />and grade and restore the property as per Johansen memo. Motion <br />carried unanimousBy. <br />Ftequest for Commercial OeveloDment Revenue Bond - I. C. Systsms_ <br />Bond Consultant Peter Popovich referred Council'to resolution <br />by tha City of Rosevtite, indicating they will not consider in- <br />dustriai revenue bonds, and to resolution by Yadnais Neights �e <br />consideration of industriaB revenue bonds, with certafn condt- <br />tfons and fee requirements. Popovich advTsed that Juran and <br />Moody has supplfed the material tn connect{on with the t. C. <br />Systeins, inc. applicatton for 55,000,000 ravenue bonds; notad <br />that $I,000 has been deposified with the City, at his suggestton. <br />to assist in defraying administrative expenses. <br />Popovfch referred Council to tetter from Andrew Merry,.Jura� <br />and Moody, Inc., aod to material submitted fo� Council's review; <br />noted that proposed Resolution gives preliminary approval to the <br />project pursuant to Min�esota Statutes, autfiorizes submission <br />of an application to t�he Commissioner of Securities of the S� ate <br />and authoriaes preparation of the necessary documents and <br />related matters in connectlon with the project. Popovich advised <br />that adoption of the Resolution is a J�dgmental decision at the <br />discretion of the Council; Resolution is not binding on the City; <br />noted that there are Statute changes pending. at presant bonds <br />-2- <br />
